NO CUTS! ing glory last week. announced last week = The Tory plans include: * Drastic cuts in NHS financing, including Central Hall, Westminster London SWI Tuesday 27 September 7.30pm wage packets THE Tory onslaught against workers in the public sector, and against the health service in particular, was revealed in all its terrifyanother 8000 jobs lost next year. The cuts will involve the closing of dozens of hospitals and hundreds of wardsChair: Chris Mullin all in the next year. * The imposition of a three per cent sector pay increase 'guideline'. * Massive curbs in the vice, including thousands of redundancies over the next few years, and a reduction of pension and other benefits for civil serClear While the 3 percent pay guideline 'guideline', it is perfectly clear that its most vigorous application will be in the health service. As the 3 percent guideline was announced, social services minister Norman Fowler announced complete re-structuring of NHS pay negotiating procedures which in ef fect replaces the Whitley Council system put Fowler's own appointees charge. capitalise on last year's defeat of the sevenmonth health workers strike to ensure a pitiful increase for them this year. You can be sure that if 3 percent is the guideline, then Thatcher's favourites - the army and the police — will be well above it with their increase.
The scope of the cuts in the health service will be devastating. Even some of the most modern hospitals will sutter closures and restriction of catering laundry other ancillary services.
The headlong rush towards privatising such services will be redoubled. One of London's most prestigious hose in Hampstead the Royal Free in is facing the possibility of the loss of 500 jobs this in a hospital with 900 beds. The same sort of thing will be repeated in hospitals throughout the country.
The three percent pay guideline is the Tories' attempt to put a brake on pay increaser throughout industry. Its most devastating efFight the 3% fects will be on the low paid. Last year health workers in particular suffered from the inability of the TUC to organise an effective fight back. The same thing cannot be allowed to happen this year.
Crucial The most crucial struggles against the Tories in the next couple of years are going to come in the public sector. The TUC has a responsibility to build the widest public sector against the cuts, privatisation and the vindictive attack on the low paid. Only national, all-out, industrial action is going to win these tights in the end.
